  • Establishing evaluation criteria for decision-making

Module 3: Identifying and Assessing Regulatory Options

  • Alternative regulatory instruments (command-and-control, market-based, performance-based)
  • Non-regulatory measures (education, voluntary codes)
  • Preliminary screening of options
  • Multi-criteria assessment

Module 4: Cost–Benefit Assessments Methodology

  • Capstone assignment: participants prepare and present a full RIA for a chosen regulation
