Regulatory Impact Analysis (RIA): Methodology for Cost-Benefit
Assessments of Regulations
1.
Training Introduction
Regulations significantly influence economic
development, business operations, consumer welfare, environmental
sustainability, and public safety. However, ineffective or burdensome
regulations can create high compliance costs, distort markets, and undermine
innovation. Regulatory Impact Analysis (RIA) is a globally recognized
tool that helps governments improve regulatory quality by systematically
assessing the potential effects—economic, social, environmental—of proposed or
existing regulations.
This course is designed to equip participants with
the skills to apply cost–benefit methodologies, evaluate regulatory
alternatives, and produce clear, evidence-based RIA reports that support sound
policy and regulatory decision-making.
